the only way such a thing could ever be even thought of is if we had, say, criminals, and this was done quietly without any attention at all because one who cares about terrible criminals and two really nobody needs to know

Hmm, either would be fine with me; RP'ing it may be good, though, depending on if there's anything in particular that happens that's significant to CR or plot things (besides, y'know, the obvious "btw these guys are totally experimenting on people).

How about handwaving some of the setup and skipping-ish to a dropoff and/or in-person-tour-of-facility-and-or-update? Ori'd probably be in Sovereign outfit for that; not so much for disguise but because of Things That Could Go Wrong.
